(AP) ? Search boats plied the Hudson River on Sunday for any sign of the planned best man in a wedding who fell into the water after a speedboat carrying members of a bridal party crashed near the Tappan Zee Bridge.

As many as dozen vessels were set to scour the water for 30-year-old Mark Lennon, who is presumed dead, authorities said. A woman's body found Saturday matches the description of bride-to-be Lindsey Stewart, who was thrown into the river with Lennon after their boat crashed into a construction barge Friday night.

Four other friends, including Stewart's fiance, Brian Bond, and the boat operator, Jojo John, were hurt and hospitalized.

John, 35, of Nyack, was charged Saturday with vehicular manslaughter and three counts of vehicular assault from a hospital bed, where he was recovering from his injuries in the crash, said William Barbera, chief of the Rockland County Sheriff's Office. Authorities say they suspect John was intoxicated at the time of the crash, but they are awaiting results of blood tests.

Attempts to reach John's family weren't immediately successful and it wasn't clear if he had an attorney.

Sheryl Palacio, a high school biology teacher from Valley Cottage, went to the pier Sunday with her two young sons and father and said she knows Bond, an art teacher, and John.

"I've known Brian my whole life," she said. "He's an outstanding teacher, a wonderful, kind, respectful man. Now his best friend is missing and his other best friend is charged with manslaughter."

Palacio said John worked as a banker at a local Chase branch and opened accounts for her two boys.

"I just want to make sure everyone knows he was a good man, happy and loving," she said. "He was always telling me about his nieces and nephews."

Palacio's father, Mitchell Turk, of Orangeburg, said he visited with Bond's mother, Jean, at her home in Pearl River on Sunday.

"It's sad and quiet there, long faces. They're trying to carry on, doing as well as can be expected," Turk said.

The group left the village of Piermont for a short trip aboard the 21-foot Stingray across the river to Tarrytown, about 30 miles north of New York City, authorities said.

The boat struck a barge carrying materials for the construction of a replacement for the Tappan Zee Bridge, authorities said. Barbera said the barge was equipped with lights, but it was still difficult to see on the water late at night.

Stewart, of Piermont, worked for an insurance company. She and Bond were to be married at the Good Shepherd Lutheran Church in Pearl River, with a reception at a vineyard in Hillburn, her stepfather, Walter Kosik, said.

The couple had known each other for years and used to go to church together, he said.

"They have been friends the whole time, and they fell in love about 3 ? years ago," Kosik said.

The New York State Thruway Authority, which is overseeing the bridge project, said it was reviewing safety procedures. It said the lighting on the barges appeared to be functioning normally.

"Our thoughts and prayers are with the victims and their families during this difficult time," the authority said in a statement.

Financier with GOP ties gets $5M to move firm to Greenwich

A $2 billion money-lending enterprise headed by a major benefactor of the Connecticut GOP is moving its headquarters from out of state to Greenwich, lured by $5 million in economic incentives approved by the administration of Democratic Gov. Dannel P. Malloy.

Malloy's office announced the deal Friday between the state and Fifth Street Finance Corp., a Nasdaq-traded company based in White Plains, N.Y., employing about 50 people there. Terms of the deal call for the firm to add an additional 46 positions to its Greenwich workforce over the next decade.

The firm is run by Leonard Tannenbaum, whose state and federal filings show he gave $15,000 to the state Republican Party in March of this year, earning him a seat on the dais at the party's biggest fundraiser of the year, where GOP leaders assailed Malloy.

Republicans have been highly critical of the economic incentives awarded by Malloy's administration to big business, questioning the return on investment and saying that the state should lower taxes and fix the regulatory climate instead.

"If the governor uses these grants to attract businesses that have longterm staying power and peripheral benefits, I think it's good," Tannenbaum told Hearst Connecticut Newspapers.

"The governor, for us, is going to make far more revenue for the state of Connecticut than the amount of money that he's giving us by many, many multiples."

Records also show that Tannenbaum, 41, a Greenwich resident who last year started his own Keeping America Competitive bipartisan political action committee, donated $1,000 to the campaign of Malloy's 2010 adversary Tom Foley.

"When it comes to something as important as job creation, politics never enters the governor's mind," said Andrew Doba, a spokesman for Malloy. "He is concerned with one thing -- creating good paying jobs with good benefits for Connecticut residents."

Tannenbaum's goal is to reach 100 employees in Greenwich within three years, surpassing the benchmarks stipulated by the state.

"We'll easily be able to hit those targets," Tannenbaum said.

James Velgot, the firm's executive director of marketing and brand management, echoed Tannenbaum.

"This company of ours is on quite a trajectory," Velgot said. --Len really believes in Connecticut and wants to help create jobs."

In addition to Connecticut, Tannenbaum said New York and Florida were competing for his business, which lends money to private equity companies.

"My business is portable," Tannenbaum said. "We could actually do our business out of Miami, too. My personal view was that Connecticut was the place to go."

Tannenbaum is in the process of trying to buy the former corporate headquarters of Nestle Waters North America at 777 W. Putnam Ave. to facilitate the move, a transaction that is expected to cost some $39 million.

Fifth Street Finance will receive a 10-year $4 million loan from the state Department of Economic and Community Development to build out 44,000 square feet of space at the site, $3 million of which is forgivable.

The state sweetened the deal with a $500,000 grant for job training and a $500,000 grant to install a fuel cell, wind or solar-powered energy system. The deal is binding for 10 years.

"So if I leave within 10 years, you just give back the money," Tannenbaum said.

State Sen. L. Scott Frantz, R-36th District, who represents Greenwich and parts of Stamford and New Canaan, embraced the deal in a statement issued by the governor's office.

"Connecticut has long been a world leader in finance and investment management," Frantz said.

"We must focus on helping this important segment of our economy remain and grow in our own state."

Tannenbaum expressed his support for Malloy's efforts to attract companies in the biotech sector to Connecticut with economic incentives.

At the same time, he questioned the wisdom of giving a $20 million forgivable loan to Swiss financial services giant UBS in 2011 to maintain a presence in Stamford and at least 2,000 employees in the state until 20 17.

UBS previously had 3,500 employees on its payroll in Connecticut, however.

"I think a mistake he potentially made was UBS," Tannenbaum said of Malloy. "So if their strategic direction is to leave the state, does that make sense?"

Poll: Rand Paul Tops List of 2016 GOP Presidential Hopefuls

Sen. Rand Paul has surged into the lead of a wide field of possible 2016 GOP presidential hopefuls, according to a new poll, while Sen. Marco Rubio has dropped from first place to sixth.

According to the Public Policy Polling survey conducted July 19-21, the junior senator from Kentucky leads every other candidate with 16 percent support, his highest since the April survey.

Former Florida Gov. Jeb Bush, New Jersey Gov. Chris Christie, and Wisconsin Rep. Paul Ryan are all at 13 percent, in the survey of 800 registered voters, while Texas Rep. Ted Cruz comes in at 12 percent.

Florida Sen. Marco Rubio, once at the top of the list, now has only 10 percent support, a significant decrease from the 21 percent support he had in the April poll.

"The trend in the Republican primary field is pretty clear," said Dean Debnam, president of Public Policy Polling. "Rand Paul and Ted Cruz are up and Marco Rubio is down."

In the general election, the poll found that while former Secretary of State Hillary Clinton is in the lead against every potential GOP candidate, those leads are narrowing.

In a match-up with Christie, her lead is within the margin of error, with Clinton at 43 percent and Christie at 42 percent.

Ryan, meanwhile, would also come in a close second against Clinton. Forty-six percent of respondents would support Clinton while 44 percent would go for Ryan. Clinton also narrowly leads Bush, 46 percent to 44 percent.

The poll also found that in a Democratic presidential primary, Clinton is the clear front-runner with 52 percent support compared to 12 percent who would back Vice President Joe Biden, though Biden would have a 21 percent lead over every other potential candidate if Clinton didn't run.

Hopes of family reunification dashed in immigration reform debate

By Saundra Amrhein

TAMPA, Florida (Reuters) - Epifania Rojas' family broke apart in stages. At age 12, she learned how to live without her father. At 16, she is learning how to live without her mother.

The disintegration of Rojas' family began four years ago when she, her parents and four U.S.-born siblings became one of many thousands of families separated by immigration regulations or record-level deportations.

Hopes of reunification for many families swelled this summer with the passage of a sweeping immigration reform bill in the U.S. Senate, only to be dashed by subsequent efforts to kill the bill in the U.S. House of Representatives, where members are focused instead on piecemeal bills heavy on enforcement and more spending on border security.

"It has been an emotional roller coaster," said Cheryl Little, executive director of the Miami-based advocacy group Americans for Immigrant Justice.

U.S. immigration policy has long favored families, though conservative advocates of reform, including former Florida Governor Jeb Bush, argue that the number of relatives who are allowed to immigrate to be reunited with family members is too high.

Family-based immigration places a strain on the economy because many who are allowed entry are not of working age and "typically do not produce economic benefits," Bush wrote in his recent book "Immigration Wars."

Expectations among separated immigrant families and advocates ran high after the Senate passed its version of a comprehensive immigration bill on June 27. The bill, were it to become law, would offer a path to citizenship for millions of undocumented immigrants in the United States while also bolstering spending on border security.

Although Little and other advocates for immigrant families did not approve of provisions that would end sibling sponsorship by U.S. citizens and permanent residents, they applauded other measures that would wipe out a backlog for millions of people waiting years on family-based petitions.

They also celebrated another provision that could make it easier for U.S. citizens and permanent residents to petition for parents, children or spouses who have been deported or blocked from returning to the United States.

"It would be wonderful to see this issue addressed in a humane way," Little said. "We've seen countless wonderful families torn apart."

'THESE KIDS HAVE PARENTS'

Republican House leaders have voiced willingness to support legislation to help undocumented immigrants who were brought to the country as children - known as "Dreamers" - but not their parents.

The issue was debated Tuesday during a House judiciary subcommittee hearing where key Republicans suggested they would support an exception for the children.

"They surely don't share the culpability of their parents," House Judiciary Committee Chairman Bob Goodlatte said at the hearing. "I do not believe that parents who made the decision to illegally enter the U.S. while forcing their children to join them should be afforded the same treatment as these kids."

Dreamers have been vocal about their rejection of such a proposal that would benefit them, but not their mothers and fathers. The idea also chafed at Little.

"These kids have parents," she said. "To suggest that these children are entitled to a break but we're not going to do anything to keep these families together - it's very disingenuous ... They continue to suffer until that family is made whole."

There are no figures on the exact number of families separated by immigration enforcement. However, among the unprecedented number of deportations that have occurred during the Obama administration - 1.5 million people in his first term - almost 205,000 immigrants deported from July 2010 to the end of September 2012 were parents of U.S.-citizen children, according to official statistics.

Many immigrant families have been separated by other ways, including regulations that blocked immigrants from returning to the United States if they had been in the country illegally for more than a short duration.

In 2009, eight years after her father petitioned as a permanent resident for green cards for Rojas and her mother, they were summoned to a U.S. Consulate office in Ciudad Juarez, Mexico, for an appointment. Once there, Rojas was told she could not return with her father and four U.S.-born younger siblings. Her mother was barred from coming back for 10 years.

Rojas tried to calm her weeping siblings. "I told them maybe in a few days or weeks we'll be together again," she said.

Her father, Josefino Rojas, returned to work in the United States with one of Epifania's younger sisters, while his wife took the rest back to her birthplace near Oaxaca.

Epifania was later able to obtain a green card, and she and three of her siblings now live with their father. Between schoolwork, Epifania helps her father in the fields as they migrate between Florida's strawberry fields and Midwest vegetable crops.

Josefino Rojas said he saves what he can after gasoline, rent and food to send to Mexico or to help pay for the next trip there to see his wife and their 5-year-old daughter, also a U.S. citizen.

For some families under the financial and emotional strain of separation, reform may be too late.

This spring, when Juan Aquino graduated with honors from a high school east of Tampa, Florida, one person was missing: his father.

Deported three years ago, Aquino's father pleaded in phone calls with his mother to bring the family to Mexico. Then, last year, giving up on reuniting with his family, he broke the news that he had met another woman in Mexico.

Juan, 18, now enrolled in college courses and active in marches for immigration reform, hopes his mother can gain legal status and that other families won't be split apart. But he no longer dreams of reuniting with his father.

"I don't want to see him anymore," Juan said.

Senate set to finish work on student loan deal

(AP Photo/Jacquelyn Martin, File)

WASHINGTON (AP) ? Borrowing for tuition, housing and books would be less expensive for students this fall but the costs would start climbing almost immediately under a deal the Senate was poised to pass Wednesday.

The bipartisan proposal lawmakers were considering would link interest rates on federal student loans to the financial markets, providing lower interest rates right away but higher ones if the economy improves as expected. Senate aides said lawmakers were on track to finish work by late Wednesday afternoon.

Liberal Democrats labeled the White House-backed proposal a bait-and-switch measure that would lure in new borrowers with low rates now but would cost future students.

"The bill before us today offers students and families lower student loan interest rates in the near-term but we can fully expect higher student loan interest rates in the years to come," said Sen. Tammy Baldwin, D-Wis. "Why on earth would we want to expose our students to higher rates?"

The White House and its allies said the new loan structure would offer lower rates to 11 million borrowers right away and save the average undergraduate $1,500 in interest charges.

But there was no denying the new structure could cost future students if the economy improves as expected and interest rates climb. The White House's allies instead suggested the new formula is better than the status quo.

"At the end of the day, we have a very clear choice to make: stick with the 6.8 percent interest rate or lower it," said Sen. Dick Durbin, the Illinois Democrat who oversaw the negotiations.

Durbin said senators' concerns could be part of talks this fall on the Higher Education Act. But for students right now, he said, students needed the compromise to pass to dodge higher costs.

Rates on subsidized Stafford loans doubled to 6.8 percent July 1 because Congress could not agree on a way to keep them at 3.4 percent.

Under the bipartisan deal, undergraduates this fall could borrow at a 3.9 percent interest rate. Graduate students would have access to loans at 5.4 percent, and parents could borrow at 6.4 percent. Those rates would rise as the economy picks up and it becomes more expensive for the government to borrow money.

The compromise could be a good deal for students through the 2015 academic year. After that, interest rates are expected to climb above where they were when students left campus in the spring, if congressional estimates prove correct.

As part of the compromise, Democrats won a protection for students by capping rates at a maximum 8.25 percent for undergraduates. Graduate students would not pay rates higher than 9.5 percent, and parents' rates would top out at 10.5 percent.

Using Congressional Budget Office estimates, rates would not reach those limits in the next 10 years.

But even among those who planned to vote for it, frustrations remained evident.

"The bill that is before us represents a number of compromises that were made on both sides," said Sen. Tom Harkin, the Iowa Democrat who chairs the Senate Health, Education, Labor and Pensions Committee.

Harkin said the legislation is not what he would have written if he had the final say but he also said that he recognizes the need to restore the lower rates on students before they return to campus for classes.

"It's the best that we can do," Harkin said on the Senate floor. "If we don't pass this today, there will be one sure effect: student loans will be almost twice what they would be under this bill."

Most Senate Republicans who pushed for interest rates to be linked to the financial markets were likely to vote for the measure. It was negotiated by Democratic Sen. Joe Manchin of West Virginia and GOP Sens. Richard Burr of North Carolina and Lamar Alexander of Tennessee, the top Republican on the Senate Health, Education, Labor and Pensions Committee.

"They may come from different political parties, but they all really care about students. And this bill proves it," said Senate Republican leader Mitch McConnell of Kentucky. "And there's something else this bill proves, too: That Democrats can work with Republicans when they actually want to do it ? when they check their partisan, take-it-or-leave-it approaches at the door and actually talk with, rather than at, us."

The compromise negotiated in the Senate closely hews to what House Republicans passed this year, and that's a sticking point for some liberals.

Sen. Jack Reed, D-R.I., pushed for an extension of the current 3.4 percent rate so lawmakers could address the subject this fall during the revision of the Higher Education Act. Sen. Elizabeth Warren, D-Mass., has objected to students paying higher interest rates than the Federal Reserve offers to big banks.

"I understand that compromise isn't always pretty, but there isn't any compromise in this bill," Warren said last week when the deal was announced.

"In fact, I think the whole system stinks," she added during a Senate speech.

Sens. Patty Murray, D-Wash., and Al Franken, D-Minn., planned amendments that would redirect any profits made through the bill to help low-income students.

The Congressional Budget Office estimated the bill as written would reduce the deficit by $715 million over the next decade. During that same time, federal loans would be a $1.4 trillion program.

"We've got to get out of the business of making profits of struggling families who want nothing more than to be able to send their kids to college," said Sen. Bernie Sanders, a Vermont independent who caucuses with Democrats. "This legislation only makes a bad situation worse."

Fatalities after magnitude-6.6 quake in China

BEIJING (AP) ? A strong earthquake struck a rural part of western China on Monday morning, killing at least 20 people and injuring 296, according to the local government.

The quake hit near the city of Dingxi in Gansu province, a region of mountains, desert and pastureland with a population of 26 million. That makes it one of China's more lightly populated provinces, although the New Jersey-sized Dingxi area has a greater concentration of farms and towns with a total population of about 2.7 million.

The deaths and injuries were reported in Min County and other rural southern parts of the municipality, Dingxi Mayor Tang Xiaoming told state broadcaster CCTV. Tang said damage was worst in the counties of Zhang and Min, where scores of homes were damaged and telephone and electricity services knocked out.

Residents described shaking windows and swinging lights but little major damage and little panic. Shaking was felt in the provincial capital of Lanzhou 177 kilometers (110 miles) north, and as far away as Xi'an, 400 kilometers (250 miles) to the east.

"You could see the chandeliers wobble and the windows vibrating and making noise, but there aren't any cracks in the walls. Shop assistants all poured out onto the streets when the shaking began," said a front desk clerk at the Wuyang Hotel in the Zhang County seat about 40 kilometers (25 miles) from the epicenter. The clerk surnamed Bao refrained from identifying herself further, as is common among ordinary Chinese.

The government's earthquake monitoring center said the initial quake at 7:45 a.m. (2345 GMT Sunday) was magnitude-6.6 and subsequent tremors included a magnitude-5.6.

The quake was shallow, which can be more destructive. The center said it struck about 20 kilometers (12.4 miles) beneath the surface, while the Gansu provincial earthquake administration said it was just 6 kilometers (3.7 miles) deep.

The U.S. Geological Survey measured the magnitude of the initial quake as 5.9 and the depth at 10 kilometers (6 miles).

Initial measurements of an earthquake can vary widely, especially if different monitoring equipment is used.

Dingxi is about 1,233 kilometers (766 miles) west of Beijing.

China's worst earthquake in recent years was a 7.9-magnitude temblor that struck the southwestern province of Sichuan in 2008, leaving 90,000 people dead or missing.

Chinese troops intrude Ladakh again

Chinese troops cross Line of Actual Control again, intrude LadakhZee Media Bureau

New Delhi: Chinese troops once again intruded into Indian territory in Eastern Ladakh and launched an offensive by displaying banners demanding India to leave the "occupied" area, as per reports.

The incident of incursion was reported last week when the Chinese troops crossed the Line of Actual Control. However, no casualty was reported in the face-off between the Indian and Chinese troops that lasted for two days until the Chinese troops retreated on July 18 and normalcy was restored.

The incursion was reported to the Prime Minister's Office (PMO), Ministry of Defence and Ministry of External Affairs and Indian authorities has sought a meeting with Chinese officials including the area commanders at Spanggur Gap.

Chinese troops cross Line of Actual Control again, intrude Ladakh

This is not the first time when the Chinese troops have intruded in the Indian territory. On April 15 this year, a platoon-strength contingent of China's People's Liberation Army (PLA) erected a tented post 10 km inside the Indian territory in Daulat Beg Oldi (DBO) sector in eastern Ladakh.

Chinese troops cross Line of Actual Control again, intrude Ladakh

The recent incident of incursion comes nearly a month after AK Antony's visit to Beijing in which Chinese premier Li Keqiang told the Defence Minister that both the countries have the political willingness to appropriately address border issues through dialogues and consultations to jointly maintain peace, tranquillity and stability in border areas.

This will "help ensure the achievement of common development of the two countries," Li had said.

All you need to know about Wisdom Teeth - Your Health and Fitness ...

Young adults, as they become mature and wise, they grow in their wisdom teeth. Now, this is an old wives? tale which has less value in modern dentistry. The four back-most teeth are known as the wisdom teeth and they grow in as one reaches the teenage years or adulthood. Some are really lucky as they do not experience any trouble when their wisdom teeth grow in while some are not. Dentists suggest most individuals get their wisdom teeth removed without much delay.

Are you in your teenage years or adulthood? Are you suffering from any kind of oral discomfort like jaw pain or gum infections? Then, chances are high that your wisdom teeth are causing them. It is time to consult your dental practitioner. He or she is the best person to examine whether it is important to remove the teeth and if necessary, prepare you for surgery.

Wisdom Teeth

A fact ? The name ?wisdom teeth? emerged in the seventeenth century.

What are wisdom teeth and why they should be removed?

The third and final set of molars that grows in is called the wisdom teeth. Permanent set of molars develops soon after the loss of baby teeth. In most people, wisdom teeth do not grow before reaching late teenage years or early adulthood. They grow at the back of the mouth. If this set of molars is aligned properly, they can help with chewing food easily and quickly. But for most people, wisdom teeth result in dental problems as they do not grow properly and are misaligned. It is for this reason; they are needed to be removed as early as possible.

Misaligned wisdom teeth can cause jaw pain and gum infections. In future, these complications may take a serious form. These teeth are not indispensable for survival. That is why dentists recommend removing wisdom teeth to secure good oral health.

Crooked wisdom teeth affect the nearby teeth. Those leaning towards adjoining teeth pose troubles as this misalignment can form deposits of food and debris and trap germs, thereby, causing tooth decay and periodontal (gum) disease.

How to know your wisdom teeth are problematic?

Jaw stiffness, swelling of gums and pain in the teeth; all may be the symptoms of misaligned wisdom teeth and gum infection. If you experience such problems, you should consult your dentist immediately. Neglecting molar pain can lead to cavities or tooth decay in the long term.

Flu-like symptoms like nausea or sore throat do not always alarm about minor gum infections. They can be symptoms of infections caused by wisdom teeth. In order to know about that you need to visit your dentist.

Removal of wisdom teeth

Wisdom teeth extraction does not involve any complication. It is a safe, less time-consuming routine dental procedure.

If you suffer from pain and swelling in the gum and socket (where the removal took place), bleeding gums (constantly for 24 hours) and jaw pain after the extraction, you need not panic as they are normal.

Severe side-effects are very rare following the removal of wisdom teeth. If your body is susceptible to infections, due to the extraction, bacteria in your mouth can enter into your blood stream and cause serious health problems. In that case, your dentist may prescribe you to take antibiotics to check infections prior to the surgery and after that as well.

Retirees could bear brunt of Detroit bankruptcy

By Joseph Lichterman and Deepa Seetharaman

DETROIT (Reuters) - When Paula Kaczmarek moved to Detroit in 1978 to work for the city's public library system, a guarantee of good retirement benefits was a key sweetener that convinced her to leave her previous job in Boston.

"I basically came here for future security," said Kaczmarek, who retired in 2012, two years earlier than she planned, as the public library was facing potential layoffs.

Kaczmarek is among the more than 20,000 unionized retirees whose pensions and healthcare benefits hang in the balance after Detroit filed the largest municipal bankruptcy in U.S. history.

In an interview, Kevyn Orr, Detroit's state-appointed emergency manager, said restructuring the city's crippling legacy costs is critical to Detroit's recovery.

"We can't pay benefits with money that's not there," he said. "It can't be done."

Retirees and labor officials acknowledged that the city's finances were in shambles and they would have to share in the sacrifice to help Detroit recover. But they said some of the significant benefits cuts reportedly proposed by Orr in talks with creditors would have a devastating impact on their lives.

"I do have some compassion for people who are investors in Detroit, naturally, because a lot of my pension income is based on investing," said 63-year-old retired city librarian Ellen Simmons. "But it's hard to have a lot of sympathy when there are 20,000 real people who are not living high on the hog."

Although city retirement benefits are enshrined in Michigan's constitution, there is no clear road map for what will happen in a Chapter 9 bankruptcy, experts said. The question is made more complicated by the fact that it is unclear who has the legal authority to negotiate on behalf of the retirees.

Orr and labor officials have locked horns over how to manage pension and retiree healthcare obligations. Orr was appointed by Michigan Governor Rick Snyder in March to try to resolve the city's financial crisis and tackle its $18.5 billion in long-term debt.

The city lists about $644 million in unfunded pension liabilities, but Orr has said the number is closer to $3.5 billion if "more realistic assumptions" are taken into account. Other unfunded post-employment liabilities, which include retiree healthcare costs, account for $5.7 billion of the city's outstanding debts.

The city of Detroit's two largest unsecured creditors are the city's general retirement fund and the police and fire departments' retirement fund.

In a court filing, Orr said the city intended to create a committee of retired employees to represent those workers.

"The appointment of a retiree committee is adequate representation for these individuals and to facilitate the city's restructuring of its pension and other post-employment benefit liabilities," Orr said in his filing.

Orr faced three separate lawsuits from current and retired workers trying to bar his attempts to file Chapter 9.

The conflict ratcheted up when Detroit filed for bankruptcy in federal court Thursday just minutes before labor lawyers could block those efforts in another state court located 90 miles away.

At this point, it's unclear how much of a haircut, if any, the retirees will be forced to take. Still, they're preparing for the worst.

Simmons, who retired in January after working for the public library for more than 30 years, said she might have to go back to work or even move in with one of her children depending on how much is cut from her pension.

"My married kids, do they want mom living with them? They'll be gracious about it, but that's not what any of us want," she said.

Apple might release 'retina' iPad mini this fall after all

1. nazyr1803 posted on 2 hours ago 0

Well, i was about to but ipad mini but hearing that the 2nd ipad mini is going to be release, maybe i should wait..

2. hung2900 posted on 2 hours ago 0

IMO, there will be two versions, one upgraded from current iPad Mini (which continues costing $329 for the cheapest version) and one Retina version (which should price at $450-470)

We all know that the Retina screen requires a strong internal hardware also, so with the price $329, the profit margin is even much less than current iPad Mini while customers will run toward the Mini. Even with the weak iPad Mini, this trend has happened and cut down a lot of profit of Apple, so no way they will have that kind of the same mistake

I really hope Android will do better in their tablet side. I'm stuck with the iPad though i'm lovin it :)

PHILADELPHIA (July 01, 2013) Scientists from the Monell Center report the surprising finding that two proteins involved in oral taste detection also play a crucial role in sperm development.

"This paper highlights a connection between the taste system and male reproduction," said lead author Bedrich Mosinger, MD, PhD, a molecular biologist at Monell. "It is one more demonstration that components of the taste system also play important roles in other organ systems."

While breeding mice for taste-related studies, the researchers discovered that they were unable to produce offspring that were simultaneously missing two taste-signaling proteins.

As reported online in advance of print in the Proceedings of the National Academies of Sciences, the critical proteins were TAS1R3, a component of both the sweet and umami (amino acid) taste receptors, and GNAT3, a molecule needed to convert the oral taste receptor signal into a nerve cell response.

Breeding experiments determined that fertility was affected only in males. Both taste proteins had previously been found in testes and sperm, but until now, their function there was unknown.

In order to explore the reproductive function of the two proteins, the research team engineered mice that were missing genes for the mouse versions of TAS1R3 and GNAT3 but expressed the human form of the TAS1R3 receptor. These mice were fertile.

However, when the human TAS1R3 receptor was blocked in the engineered mice by adding the drug clofibrate to the rodents' diet, thus leaving the mice without any functional TAS1R3 or GNAT3 proteins, the males became sterile due to malformed and fewer sperm. The sterility was quickly reversed after clofibrate was removed from the diet.

Clofibrate belongs to a class of drugs called fibrates that frequently are prescribed to treat lipid disorders such as high blood cholesterol or triglycerides. Previous studies from the Monell team had revealed that it is a potent inhibitor of the human, but not mouse, TAS1R3 receptor.

Noting the common use of fibrates in modern medicine and also the widespread use in modern agriculture of the structurally-related phenoxy-herbicides, which also block the human TAS1R3 receptor, Mosinger speculates that these compounds could be negatively affecting human fertility, an increasing problem worldwide.

He in turn notes positive implications related to the research. "If our pharmacological findings are indeed related to the global increase in the incidence of male infertility, we now have knowledge to help us devise treatments to reduce or reverse the effects of fibrates and phenoxy-compounds on sperm production and quality. This knowledge could further be used to design a male non-hormonal contraceptive."

Previous work from Monell and other groups has shown that some taste genes can be found in other parts of the body, including stomach, intestines, pancreas, lungs, and brain, where they are increasingly thought to have important physiological functions.

"Like much good science, our current findings pose more questions than answers," comments Monell molecular neurobiologist Robert Margolskee, MD, PhD, also an author on the paper. "We now need to identify the pathways and mechanisms in testes that utilize these taste genes so we can understand how their loss leads to infertility."

Attack on security convoy kills 16 in Pakistan

PESHAWAR, Pakistan (AP) ? A car bomb exploded as a convoy of paramilitary troops passed through the northwest Pakistani city of Peshawar on Sunday, killing at least 16 people and wounding 42 others, police said.

Most of the dead and wounded were civilians. The blast struck one vehicle in the convoy of paramilitary Frontier Corps troops, but the other passed by safely, said police official Shafiullah Khan. It is unclear whether it was a suicide bombing or the explosives in the vehicle were set off by remote control.

The blast damaged many vehicles and shops in the area, according to local TV footage. Frontier Corps vehicles rushed to the scene to help after the attack, as a police officer collected evidence from the crater caused by the bomb.

No one has claimed responsibility. But suspicion will likely fall on the Pakistani Taliban. The group has been waging a bloody insurgency against the government for years that has killed thousands of security personnel and civilians.

Peshawar is located on the edge of Pakistan's semiautonomous tribal region, the main Taliban sanctuary in the country, and has been hit by scores of bombings over the years.

The attack in Peshawar came as British Prime Minister David Cameron was visiting the Pakistani capital, Islamabad. Cameron told his Pakistani counterpart, Nawaz Sharif, that Britain would do all it can to help fight extremism, a battle that requires both a tough security response and measures to fight poverty and promote education.

"The enemies of Pakistan are enemies of Britain, and we will stand together and conduct this fight against extremism and terrorism together," Cameron said in a joint press conference with Sharif.

Cameron also welcomed Pakistan's stated commitment to help promote a peace deal with the Afghan Taliban in neighboring Afghanistan. Pakistan is seen as key to any deal because of its historical links with the insurgents. Pakistan pushed the Taliban to carry through with its recent step to set up a political office in the Gulf country of Qatar, although acrimony between the insurgents and the Afghan government has hampered the negotiation process.

"I will assure Prime Minister Cameron of our firm resolve to promote the shared objective of a peaceful and stable Afghanistan to which the 3 million Afghan refugees currently living in Pakistan can return with honor and dignity," Sharif said at the press conference.

Sharif has also pushed for peace talks with the Pakistani Taliban, although a series of attacks by the group since he took office in early June have led many to question that approach.

The Taliban claimed responsibility for shooting to death 10 foreign mountain climbers and a Pakistani guide in northern Pakistan a week ago, an attack the group said was retaliation for a U.S. drone strike that killed the Taliban's deputy leader.
