(AP) ? Young children and certain other people with the AIDS virus should be started on medicines as soon as they are diagnosed, the World Health Organization says in new guidelines that also recommend earlier treatment for adults.

The advice will have the most impact in Africa, where nearly 70 percent of people with HIV live. Many rich countries already advocate early treatment. WHO's new guidelines were released Sunday at the International AIDS Society meeting in Kuala Lumpur, Malaysia.

About 34 million people worldwide have HIV, the virus that causes AIDS. HIV attacks key infection-fighting cells of the immune system known as T-cells. When that count drops to 200, people are considered to have AIDS. In the past, WHO recommended countries start treating people with HIV when their T-cell count fell to 350; a normal count is between 500 and 1,600.

The new recommendations say to treat earlier, when the T-cell count hits 500.

In addition to children younger than 5, WHO says several other groups should also get AIDS drugs as soon as they're diagnosed with HIV: pregnant and breast-feeding women, people whose partners are uninfected and those who also have tuberculosis or hepatitis B.

The guidelines mean an additional 9 million people in developing countries will now be eligible for treatment. At the moment, only about 60 percent of people who need the life-saving drugs are getting them.

"WHO has recognized that time is the most important commodity when it comes to battling the HIV epidemic," said Sharonann Lynch, HIV policy adviser at Doctors Without Borders, which contributed to the new guidelines.

She said that while the costs for rolling out this treatment might be expensive, the strategy would ultimately result in fewer HIV infections and deaths in the future.

"It's pay now or pay later," she said.

The guidelines also mean the total global spending on AIDS ? about $23 billion a year ? will rise by about 10 percent, according to Gottfried Hirnschall, director of WHO's HIV department. It's unclear how willing donors will be to pitch in for even more AIDS treatments.

Hirnschall said the cheapest course of the drugs costs $127 per person every year under programs that have negotiated prices for poor countries, but the price can be much higher elsewhere. WHO's recommended treatment is a single pill that combines three powerful drugs taken once daily.

In the U.S., officials recommend that everyone who has HIV should be on treatment but say there is only "moderate" evidence for starting therapy when the immune system is still working normally.

WHO's new guidelines are based largely on recent studies suggesting people with HIV who start treatment before their immune systems weaken live longer. The case of a U.S. baby girl with HIV who was treated aggressively within 30 hours of being born suggests very early treatment could prevent the virus from ever getting a foothold. Earlier this year, doctors announced the little girl from Mississippi was apparently cured after stopping medication for about a year with no signs of infection.

Several studies have also hinted that starting therapy early dramatically cuts the chances an infected person will pass the virus to a sexual partner.

If all countries start treating people with HIV in line with the new recommendations, WHO estimates 3 million lives could be saved and 3.5 million new infections could be avoided in the next decade.

But convincing people to take a lifelong regimen of drugs that come with side effects including liver problems and severe skin reactions, will be challenging.

"These drugs are not like sweeties," said Dr. Sarah Fidler, an HIV expert at Imperial College London who is leading a trial in Africa studying issues including the effectiveness of immediate treatment for people with HIV. She had no role in the WHO guidelines.

Studies in Africa have shown varying compliance rates from 50 percent to more than 90 percent, similar to elsewhere in the world. If patients aren't taking their medicines at least 70 percent of the time, that could also lead to drug resistance.

Fidler said that while the WHO guidelines are a step in the right direction, implementing them would not be easy.

"For people struggling with other issues like poverty, taking pills for a disease that isn't making them sick yet might not seem like the most important thing in the world," she said. "This is not going to be as simple as just giving drugs to everybody."

Atheists' monument near Ten Commandments

STARKE, Fla. (AP) ? A group of atheists unveiled a monument to their nonbelief in God on Saturday to sit alongside a granite slab that lists the Ten Commandments in front of the Bradford County courthouse.

As a small group of protesters blasted Christian country music and waved "Honk for Jesus" signs, the atheists celebrated what they believe is the first atheist monument allowed on government property in the United States.

"When you look at this monument, the first thing you will notice is that it has a function. Atheists are about the real and the physical, so we selected to place this monument in the form of a bench," said David Silverman, president of American Atheists.

It also serves another function ? a counter to the religious monument that the New Jersey-based group wanted removed. It's a case of if you can't beat 'em, join 'em.

American Atheists sued to try to have the stone slab with the Ten Commandments taken away from the courthouse lawn in this rural, conservative north Florida town best known for the prison that confines death row inmates. The Community Men's Fellowship erected the monument in what's described as a free speech zone. During mediation on the case, the atheist group was told it could have its own monument, too.

"We're not going to let them do it without a counterpoint," Silverman said. "If we do it without a counterpoint, it's going to appear very strongly that the government actually endorses one religion over another, or ? I should say ? religion in general over non-religion."

About 200 people attended the unveiling. Most were supportive, though there were protesters, including a group from Florida League of the South that had signs that said "Yankees Go Home."

"We reject outsiders coming to Florida ? especially from outside what we refer to as the Bible Belt ? and trying to remake us in their own image," said Michael Tubbs, state chairman of the Florida League of the South. "We do feel like it's a stick in the eye to the Christian people of Florida to have these outsiders come down here with their money and their leadership and promote their outside values here."

After a cover was taken off the 1,500-pound granite bench Saturday, people rushed to have their pictures taken on it. The bench has quotes from Thomas Jefferson, Benjamin Franklin, John Adams and Madalyn Murray O'Hair, the founder of American Atheists. It also has a list of Old Testament punishments for violating the Ten Commandments, including death and stoning.

"Some people think it's an attack simply by us exerting our existence. They put a monument on a public lawn that, if you put it in context, says atheists should be killed," Silverman said. "It is an attack, but it's an attack on Christian privilege, not an attack on Christians themselves, and not so much an attack on Christianity."

At one point someone in a car driving by tossed a toilet seat and a roll of toilet paper at the crowd. Neither struck anyone. At another point, Eric Hovind, 35, of Pensacola jumped atop the peak of the monument and shouted his thanks to the atheists for giving him a platform to declare Jesus is real. Atheists shouted at him, and he stepped down after about a minute. One man yelled that religion is a fairy tale.

"The problem is it's not a fairy tale," Hovind said. "We definitely have freedom of religion, not freedom from religion."

Hovind and Tubbs did say they respect the right of the group to install the monument, even if they disagree with the message behind it.

And the atheists said they expected protesters.

"There always are," said Rick Wingrove, the director of a Washington D.C.-area office of American Atheists. "We protests their events, they protests our events. As long as everybody's cordial and let people speak. This is our day, not theirs. We're fine with them being here."

A call to the group that sponsored the Ten Commandments monument, the Community Men's Fellowship, wasn't returned. But the group gave Facebook updates on the legal battle with the American Atheists and praised the compromise that allowed them to keep their monument.

"We want you all to remember that this issue was won on the basis of this being a free speech issue, so don't be alarmed when the American Atheists want to erect their own sign or monument. It's their right. As for us, we will continue to honor the Lord and that's what matters," the group posted.

While Silverman said he believes religion is wrong and teachings in the Bible are violent, he said he welcomes non-Christian religions to follow the atheists' example and put in their own monuments in free-speech zones.

"I will back them because it will be their right," he said. "This is one of the tricks that Christians have used, because they go up and call it a free-speech zone and then they're unopposed. They get their government legitimization because nobody else calls their bluff and puts something in."

Countdown To The Eisners ? Best Writer - Bleeding Cool Comic ...

By Cameron Hatheway

A good writer can juggle several different titles at once, while making sure the quality never diminishes. A great writer can do all of that while still making every single deadline. The following six writers all have something in common; they?re the best of the best of the best, sir! (With honors!) All six individuals, all men, are highly respected in the industry and put in that extra elbow grease required when burning the midnight oil, just to get some of our favorite titles out on time while maintaining excellence. Today I?ll be focusing on the Best Writer category. If you need a reminder of what?s been nominated, you can find the entire list right here, and see what I chose last time right here.

Keep in mind I cannot vote for who wins (nor can you, probably), as per the rules. However, that?s not keeping me from being vocal regardless!

Who is not eligible to vote?

  • Comics press or reviewers (unless they are nominees)
  • Non-creative publisher staff members (PR, marketing, assistants, etc.)
  • Fans

Before I get back to writing my upcoming graphic novel How To Right Comics so I can be eligible for next year, let the games begin!

Best Writer

Ed Brubaker, Fatale (Image)

What makes a series like Fatale so great is the collaboration between Brubaker and Phillips. Both men have been attached at the hip on different successful projects for years, and together they have the formula of producing amazing comics down cold. Brubaker in particular really knows how to walk the fine line of pulp, noir, and science-fiction that makes Fatale so captivating across several demographics.

Matt Fraction, Hawkeye (Marvel); Casanova: Avaritia (Marvel Icon)

No one could have predicted how successful Hawkeye would be, and one of the main reasons it?s been such a hit with the fans is because of Matt Fraction keeping things fun. The right amount of humor mixed with the action gave new life to the character of Clint Barton, and the fact that Fraction keeps things in New York rather than around the world is a huge relief for those not wanting to get mixed-up with several decades of character continuity.

Brandon Graham, Multiple Warheads, Prophet (Image)

Science-fiction comics feel so clich? and overdone nowadays with the same looking ships, the same alien races, and the same survival of the species mentality. Enter Brandon Graham to change the landscape entirely and make everything feel so fresh and, well, alien! He took a forgotten about series, Prophet, and made it a must-read month after month with a bold new direction. Then he goes and creates his own quirky and fantastic universe in Multiple Warheads. The man has some great ideas, and a tremendous imagination.

Jonathan-Hickman Jonathan Hickman, The Manhattan Projects (Image)

As The Manhattan Projects rolls on, so does the complex and intricate alternate universe that Hickman has set-up featuring some of history?s biggest scientists. Entertaining as it is extraordinary, Hickman has always been known for his big ideas that pay-off further down the line. Hickman is a master at his craft, and definitely should be on everyone?s radar by now.

Brian K. Vaughan, Saga (Image)

After quite the vacation from comics, Brian K. Vaughan returns during a time of events and gimmicks to dazzle the masses once more with Saga, reminding us that great stories are alive and well in the medium. Making his new series accessible to almost everyone, Vaughan and Staples scored major points with fans with the new characters and settings, and for keeping on a reasonable schedule.

Frank M. Young, The Carter Family (Abrams ComicArts)

Frank M. Young did a tremendous job with the endless hours of researching the Carter family, and telling the tale not that many of us were ever familiar with. While the story progressed and years passed Young made sure that the reader was able to follow, as he constantly mentioned dates, previous events, and who was related to who in what way.

Jonathan-Hickman2Who I think should win:
Jonathan Hickman, The Manhattan Projects (Image)

Jonathan Hickman has come very far in his comic book career, and it makes me happy to see him get the nomination for his Image work opposed to his Marvel work. I?m in no way diminishing what he?s done for Marvel, but the attention to detail and energy he puts into his own original works consists of some powerful stuff and humongous ideas. It all seems farfetched and bizarre at times, but then Hickman pulls the rug out from underneath you and suddenly you?re simply wowed at how he brought it all together.

His writing is intelligent, his imagination is limitless, and it feels like his great ideas never stop coming at you.

Who I think could win:
Brian K. Vaughan, Saga (Image)

The comics industry is extended gutters and the gutters are full of events and when the drains finally scab over, all the variant covers will drown. The accumulated gimmicks of all their sex and murder will foam up about their waists and all the fans and comic editors will look up and shout ?Save us!?? and Brian K. Vaughan will look down and whisper ?Okay!?

Vaughan came back and made comics fun again. Albeit a little raunchy at times, but still damn entertaining nonetheless. This was the shot in the arm both the industry and fans needed.

Who I think should have been nominated:
Jeff Lemire, Lost Dogs, The Underwater Welder (Top Shelf), Animal Man (DC), Sweet Tooth (DC/Vertigo).

Jeff Lemire goes and has a tremendous 2012, and doesn?t get one nomination in any of the Eisner categories. Something is tremendously awry here.

Who do you think should win / been nominated?

Aspirin Recalled Over Acetaminophen Mix-Up

About 16,440 bottles of aspirin have been recalled because at least one bottle actually contained acetaminophen. (Credit: Food and Drug Administration)

A nationwide baby aspirin recall is underway after a CVS pharmacist discovered a 120-pill bottle of baby aspirin was filled with acetaminophen?pills.

Advance Pharmaceutical Inc. voluntarily recalled 16,440 bottles of pills labeled to contain 81-mg aspirin pills because at least one bottle in the lot contained 500-mg acetaminophen pills, according to Advance Pharmaceutical spokesman Abu Amanatullah. No known injuries have been reported.

Read about the frozen berry recall over hepatitis fears.

?That could put some people into liver failure,? said Dr. Joe Odin, an associate professor at Mount Sinai Hospital in New York who does research in drug-induced liver injury.

He said overdosing on acetaminophen, commonly sold under the brand name Tylenol, is the No. 1 ?method of suicide in the United Kingdom. In the United States, patients usually overdose on acetaminophen?by accident because they don?t realize one of their prescriptions ? such as sleeping pills ? already contains it.

?It?s not an uncommon overdose,? said Dr. Corey Slovis, who heads the department of emergent medicine at Vanderbilt University Medical Center in Tennessee. ?We hate Tylenol overdose because they?re the silent overdoses.?

Slovis said ?patients who overdose?on acetaminophen?often don?t feel sick right away, unless they?ve taken a massive dose that induces vomiting within six hours. Instead, many patients who overdose on acetaminophen?don?t see a doctor for more than two days because they feel fine at first. When they finally get to Slovis, they?re often jaundiced and experiencing the early signs of liver failure.

As such, this kind of overdose could result in liver failure, the need for a transplant or death, Slovis said.

If doctors catch the overdose early, they can save patients by pumping their stomachs full of charcoal to deactivate the acetaminophen, Odin said. Intravenous medications can also reverse the damage.

But most patients who take baby aspirin do it because it keeps blood platelets from sticking together, said Dr. Sripal Bangalore, a cardiologist at NYU Langone Medical Center. As such, baby aspirin is crucial for patients who have undergone stent surgery.

?Aspirin and Tylenol are not the same,? he said, emphasizing that Tylenol doesn?t have anti-clotting properties. ?Most times, the patient will have signs and symptoms of a heart attack.

If stent patients are unwittingly taking Tylenol instead of aspirin, they run the risk of stent thrombosis, meaning the stent becomes blocked, and they could die, he said.

?It?s pretty dangerous,? Bangalore said. ?Once a stent closes, there are studies to show that the risk of dying from it is pretty large.?

Other patients take baby aspirin because it?s thought to reduce the risk of heart attack. But Bangalore said he?s less worried about that because the benefits are debatable.

Man charged in scheme involving Romney tax returns

NASHVILLE, Tenn. (AP) -- A Tennessee man was charged Wednesday in a scheme involving former Republican presidential nominee Mitt Romney's income tax returns during the 2012 campaign.

The U.S. Justice Department said a federal grand jury in Nashville indicted Michael Mancil Brown, 34, of Franklin, and charged him with six counts of wire fraud and six counts of extortion.

Brown is accused of having an anonymous letter delivered to the PricewaterhouseCoopers LLP accounting firm in Franklin last August, demanding that $1 million in digital currency be deposited to a Bitcoin account to keep some of Romney's income tax returns from being released. The Justice Department said Brown falsely claimed that he had gained access to the PricewaterhouseCoopers internal computer network and stolen tax documents for Romney and his wife, Ann Romney, for tax years before 2010.

A phone number listed for Brown had a message saying it was not receiving incoming calls. He did not immediately return an email message sent Wednesday evening.

The letter said interested parties who wanted the purportedly stolen returns released could contribute $1 million to another Bitcoin account. Bitcoin is a hard-to-trace form of electronic cash.

The Justice Department statement said similar letters were delivered to Democratic and Republican party offices in Franklin.

The letters claiming two decades' worth of the Romneys' tax returns had been stolen came amid last year's Republican and Democratic conventions.

At the time, Romney had steadfastly declined to release more than one year of tax returns, for 2010, and Democrats were trying to portray him as so wealthy he was out of touch with middle-class voters. Last fall, Romney also released his income tax returns for 2011.

Computer thumb drives were delivered with the demand. The letter said the tax returns delivered on the thumb drives were encrypted and more copies would be sent to "all major news media outlets" with the passwords to be released if payment wasn't made.

Square offers one low fee of 2.75% per item sold and there is no charge to list items.

Many Square businesses are already selling their items in the Square Market.

Standard & Strange, American-made men's apparel, began using Square for pop-ups and trunk shows before opening an Oakland-based retail shop in 2012. Square makes it easy with a simple solution, and we are featured along with other great brands."

Indie electronic band The Limousines sells their albums to fans across the country on Square Market. "In a world where retail space is getting harder to come by, we've got a gorgeous, user-friendly storefront that's open 24 hours. The backend couldn't be more intuitive and the money from sales automatically goes straight to our bank account," Eric Victorino of the Limousines said. "Being in a band is an unpredictable adventure, but selling our music should be cut and dry - it is, thanks to Square."

Should Obama Go Big on Climate Agenda?

Updated, June 26: In his speech on Tuesday, President Obama laid out an ambitious plan to confront climate change, including regulations controlling greenhouse gas emissions from power plants, clamping down on coal plants overseas and speeding up renewable-energy development on public lands.

What's your reaction to Obama's climate-change plan??

Original question, posted June 24:

What policies should President Obama include in the global-warming initiatives he will announce on Tuesday??

Heather Zichal, Obama?s top aide on energy and climate, said last week that the plan will include energy efficiency, renewable-energy development on public lands, and?most contentious of the three?regulations controlling greenhouse-gas emissions. The administration is likely going to pursue regulations targeting existing power plants, which account for nearly 40 percent of the greenhouse-gas emissions in the country.

Should Obama go all-in on EPA?s rules for existing plants? Why or why not? What other policies should be considered in the context of a climate-change agenda? What will Obama?s forthcoming initiatives mean for congressional action on energy and environmental issues?

California looks to life without Prop. 8's ban on gay marriage

The Supreme Court essentially let stand a lower court ruling against California's Prop. 8 ban on same-sex marriage. Given shifting public attitudes, Prop. 8 seems unlikely to have another political life.

By Brad Knickerbocker,?Staff writer / June 26, 2013

Matt Dunne and Kris Bhat hang a rainbow flag outside Marcella's Pizza shop in San Francisco's Castro district after the US Supreme Court's ruling on gay marriage Wednesday. The court left in place a trial court's declaration that California's Proposition 8 banning gay marriage is unconstitutional.

Eric Risberg/AP

Reactions to the US Supreme Court?s action on California?s Proposition 8 ballot measure defining marriage as one man and woman under the state constitution came quickly and sharply ? rejoicing on the one hand, bitter denunciation on the other.

' + google_ads[0].line2 + '

For now, at least, same-sex couples will again be allowed to marry in California, likely within days. Less likely, given the high court?s action Wednesday and the trend in public attitudes, is a repeat of the ballot measure that sharply divided the state and led to a drawn-out legal battle.

Proponents of Prop. 8 seemed stunned by the US Supreme Court action, which essentially let a US District Court ruling against the measure stand after finding that the case was improperly before the high court. The justices sent the case back to the US Court of Appeals for the Ninth District in San Francisco with instructions for that court to reject the Prop. 8 proponents' appeal "for lack of jurisdiction."

"In a miscarriage of justice the US Supreme Court has refused to consider the decision of a single federal court judge to overturn the perfectly legal action of over 7 million California voters who passed Proposition 8 defining marriage as the union of one man and one woman," said Brain Brown, president of the National Organization for Marriage, the biggest contributor to putting Prop. 8 on the ballot. "The Supreme Court's holding that proponents of an initiative had no legal right to appeal ignores California law and rewards corrupt politicians for abandoning their duty to defend traditional marriage laws.?

In a statement, Mr. Brown angrily noted that the original state court ruling invalidating Prop. 8 was not surprising because the case ?was heard by a homosexual judge in San Francisco who himself was engaged in a long-term same-sex relationship.?

Brown called the US Supreme Court decision ?illegitimate,? and he said, ?We and millions of other Americans will refuse to accept this rogue decision rewarding corruption.?

Andy Pugno, general counsel for ProtectMarriage.com, the official proponent of Prop. 8, said he was at least grateful that the Supreme Court had ruled narrowly on the measure ? declining to declare the measure unconstitutional as supporters of same-sex marriage had hoped, but focusing instead on the question of legal standing for Prop. 8 supporters.

?We will continue to defend Prop. 8 and seek its enforcement until such time as there is a binding statewide order that renders Prop. 8 unenforceable,? Mr. Pugno said in a statement.

Tony Perkins, president of the conservative Family Research Council, says the ruling ?distorts the balance of powers between the legislative, executive, and judicial branches of government.?

Upbeat data brighten economic outlook

By Lucia Mutikani

WASHINGTON (Reuters) - The economy appears to be gaining momentum with data showing strong gains in business spending plans last month and the largest annual rise in house prices in seven years in April.

Other reports on Tuesday showed new single-family home sales near a five-year high in May and consumer confidence at its highest level in more than five years this month.

The data suggested the economy was starting to pull out of a soft patch and it supported the Federal Reserve's view that risks to the economy have lessened. Fed Chairman Ben Bernanke said last week the central bank would likely begin to slow the pace of its bond-buying stimulus later this year.

"The economy is leaning forward and the data underscore that it is time for the Fed to begin to move away from expanding its balance sheet," said Steve Blitz, chief economist at ITG Investment Research in New York.

The upbeat economic signals pushed up stock prices, which had been beaten up badly on investors' fears over the loss of the Fed's stimulus. At the same time, prices for U.S. Treasury debt fell as dealers braced for less bond buying by the Fed, while the dollar rallied against yen and the euro.

Durable goods orders increased 3.6 percent last month as demand for goods ranging from aircraft to machinery rose, the Commerce Department said. Orders for these goods, which range from toasters to aircraft, had also risen 3.6 percent in April.

Non-defense capital goods orders excluding aircraft, a closely watched proxy for business spending plans, increased 1.1 percent. Economists had expected a gain of only 0.3 percent in demand for these so-called core capital goods.

"It signals increased confidence among the business community about the sustainability of the economic recovery, which could itself become self-fulfilling," said Millan Mulraine, a senior economist at TD Securities in New York.

Core capital goods shipments, used to calculate equipment and software spending for the government's measures of gross domestic product, rebounded 1.7 percent after a 2.0 percent drop in April. The gain pointed to moderate growth in business investment this quarter.

In a second report, the department said new home sales increased 2.1 percent to a seasonally adjusted annual rate of 476,000 units - the highest level since July 2008. It was the third straight month of gains in new home sales.

The housing market's strengthening tone was confirmed by the S&P/Case Shiller home price composite index of 20 metropolitan areas, which increased 12.1 percent in April from a year ago, the largest annual rise since March 2006.

The now-entrenched housing recovery has helped lift consumer confidence and made Americans less fearful about spending on big-ticket items. The Conference Board said in another report that its index of consumer attitudes rose to 81.4 in June, the highest since January 2008, from 74.3 in May.

HOUSING ON A TEAR

The housing recovery is boosting revenues for builders like Lennar Corp, the No. 3 U.S. homebuilder. Lennar reported a stronger-than-expected 53 percent rise in second quarter revenue on Tuesday.

"Our second-quarter results together with real-time feedback from our field associates continue to point towards a solid housing recovery," Chief Executive Stuart Miller said in a statement.

The pickup in the housing market has been driven by record-low mortgage rates engineered by the Fed. Though mortgage rates have risen sharply in anticipation of less central bank stimulus, economists do not think the recovery will be derailed.

"Housing will remain a bright spot for the economy, even if rates do remain somewhat elevated," said Diane Swonk, chief economist at Mesirow Financial in Chicago.

In addition to boosting household net worth, which supports consumer spending, the housing recovery has spilled over to manufacturing by fuelling demand for construction materials and consumer items like stoves and refrigerators. This has helped offset cuts in government spending and slowing global demand.

Last month, demand for durable goods rose in all categories, with the exception of motor vehicles. Other details of the report also showed strength with unfilled orders and shipments both increasing, and inventories up only marginally.

'70s Show' star parks on freeway, is arrested

Lisa Robin Kelly is shown in the mug shot from her November 2012 assault arrest.

Sometimes cars must stand still on the freeway -- but only when traffic forces the issue. In the case of former "That '70s Show" star Lisa Robin Kelly, it was purposeful parking in a lane of Interstate 5 near Burbank, Calif., that caused problems.

The actress, who played Eric's older sister, Laurie, on the sitcom, was arrested after apparently parking on the freeway Saturday night, E! has confirmed.

The California Highway Patrol responded to calls about Kelly's car blocking the lane. She reportedly failed a field sobriety test and was arrested for driving under the influence.

Kelly, 43, has been in trouble with the law several times recently. She pled guilty to DUI in 2010 in North Carolina. In March of 2012, she was arrested on a felony charge of corporal injury upon a spouse and released on bail. The L.A. County district attorney declined to file charges in that case.

In November 2012, Kelly and her husband were both arrested for assault after a disturbance at their North Carolina home. They were later released on bond.

After the 2010 DUI arrest, which included the release of a wild-haired mug shot of Kelly, the actress said she was embarrassed, but was not abusing drugs or alcohol at the time. "My poor mother has to look at that picture of me," she told ABC News in 2012. "That doesn't look like me. That's not me."

Kelly left her regular role on the sitcom in 2003, made a few appearances later, and was eventually replaced. She told ABC News that she lost a baby during her time on the show and as a result, " I lost everything and I was abusing alcohol."

She also said she hoped for an acting comeback.

Investigators 'zeroing in' on Colo. wildfire start

COLORADO SPRINGS, Colo. (AP) ? Rain helped firefighters douse Colorado's most destructive wildfire in state history, while a new wind-whipped blaze in California forced evacuations and threatened homes Monday near Yosemite National Park.

Investigators believed Colorado's Black Forest Fire was human-caused, and were going through the charred remains of luxury homes destroyed and damaged in it last week. Even though the fire was mostly contained, officials were not letting victims back into the most developed area where there was concentrated devastation from the fire because the area was being treated as a possible crime scene.

Residents have been anxious to return but investigators want to preserve evidence, and firefighters also are working to make sure the interior of the burn area is safe, by putting out hot spots and removing trees in danger of falling.

"We're not ignoring you and we're with you," El Paso County Sheriff Terry Maketa said.

In some cases, residents who were escorted back for emergency situations have refused to leave again.

Nearly 500 homes have been lost in the 22-square-mile fire near Colorado Springs, which is 75 percent contained. Two unidentified people who were trying to flee were found dead in the rubble.

Wildfires were also burning in other parts of Colorado as well as California, where more than 700 firefighters battled the Carstens fire. That fire near the main route into Yosemite National Park in the Central Sierra foothills began Sunday afternoon and has burned about 1 1/2 square miles or 900 acres, California Department of Forestry and Fire Protection spokesman Daniel Berlant said.

With more than 140 engines and two helicopters on the scene, the crews have contained about 15 percent of the blaze so far.

"The strong winds and dry conditions have been major factors. The fire moved quickly," said Berlant, adding that Monday's weather forecasts estimate gusts of up to 20 miles per hour.

No structures have been burned as the exact cause of the fire has yet to be determined, Berlant said.

In New Mexico, crews have contained the majority of the 94 square miles of wildfires raging throughout the state. The largest fire, the 37-square-mile Thompson Ridge Fire, was 80 percent contained.

Near Colorado Springs, firefighters could get some help from more rain Monday. A steady rain fell Sunday, but they also had to scramble to put out three small fires sparked by lightning from the storm.

There were no lightning strikes when the fire broke out last Tuesday amid record-breaking heat so it's believed the fire must have been caused by a person or a machine. Maketa said Monday that local, state and federal investigators are "zeroing in on the point of origin" of the fire and that should help allow residents of the areas hit hardest to temporarily return home. He said crews were working to bring in some heavy equipment to help that work.

He said residents could be temporarily allowed back Tuesday or Wednesday, promising authorities would work with whatever their needs were. He said he understood that some people might want to go back for just a short time as part of their grieving process while others might want to stay for several hours and start cleaning up.

Mike Turner surveyed the rubble of his mother's home Monday but had nothing but praise for firefighters who battled the erratic blaze in tinder box conditions.

"What I've seen from firefighters so far is an organized assault on insanity," he said, echoing the gratitude shared by many residents in rural, heavily wooded Black Forest.

The fire is only a few miles away from the state's second-most destructive wildfire, the Waldo Canyon Fire, which started nearly a year ago. The cause of that fire still hasn't been determined.

The memory of that fire might have made residents especially appreciative of firefighters. Large crowds have been turning out to line the road and cheer crews as they return from the lines. Incident commander Rich Harvey said that support has helped firefighters get through methodical but not very exciting mop up work needed to get residents back to their homes.

"When it gets down to the grind, it's hard to stay motivated," he said.

In Canon City, 50 miles to the southwest, a wildfire that destroyed 48 buildings at the Royal Gorge Bridge & Park is fully contained. A lightning-sparked fire in Rocky Mountain National Park has burned about 600 acres and was 75 percent contained.

In western Colorado, a 500-acre wildfire burning north of Rifle is 60 percent contained. It was started Friday by a smoldering lightning strike.

Riot police disperse protesters in Istanbul park

ISTANBUL (AP) ? Riot police fired water cannons and tear gas as they drove protesters out of Istanbul's Taksim Square and neighboring Gezi Park on Saturday, an intervention that came shortly after the prime minister warned that security forces "know how to clear" the area, which had become a symbol of the biggest anti-government protests in decades.

Within a half-hour, the sweep by white-helmeted riot police had emptied the park, leaving a series of colorful, abandoned tents behind. Bulldozers moved in afterward, scooping up debris as crews of workmen in hard hats and fluorescent yellow vests tore down the tents. Protesters put up little physical resistance, even as plain-clothes police shoved many of them to drive them from the park.

White smoke billowed skyward as a phalanx of riot police marched inside the park on Saturday. They tore down protesters' banners, toppled a communal food stall, and sprayed tear gas over the tents and urging those inside to get out.

Images on Turkish TV showed activists carrying one woman on a stretcher through a rank of riot police and into an ambulance, and a man splayed out, motionless, on the ground before a few others picked him up barehanded and hauled him away. For over two weeks, protesters had defied Prime Minister Recep Tayyip Erdogan's warnings to vacate the area.

Tayfun Kahraman, a member of Taksim Solidarity, an umbrella group of protest movements, said an untold number of people in the park had been injured ? some from rubber bullets.

"Let them keep the park, we don't care anymore. Let it all be theirs. This crackdown has to stop. The people are in a terrible state," he told The Associated Press by phone.

A brutal police intervention on May 31 against those protesting plans to redevelop the square and the park had sparked the biggest anti-government protests in Turkey in decades and dented Erdogan's international reputation.

The protests, which at one point spread to dozens of Turkish cities and towns, turned into a much broader expression of discontent about Erdogan's government, and what many say is his increasingly authoritarian decision-making.

Erdogan, who was elected with 50 percent of the vote for his third term in 2011, vehemently rejects the accusations by protesters and points to his strong support base

As they entered the park on Saturday police shouted to the protesters: "This is an illegal act, this is our last warning to you ? Evacuate."

Shortly before the police launched their operation, Erdogan had threatened protesters in a boisterous speech in Sincan, a suburb of the capital Ankara, that is a stronghold of his Justice and Development Party.

"I say this very clearly: either Taksim Square is cleared, or if it isn't cleared then the security forces of this country will know how to clear it," Erdogan said.

A second pro-government rally is planned for Sunday in Istanbul, though Erdogan has previously said that the rallies were not designed as "an alternative" to the demonstrations at Gezi Park, but part of early campaigning for local elections next March.

On Saturday, Erdogan lashed out at what he called the "plot" behind the biggest street protests in his 10-year tenure.

"Over the last 17 days, I know that in all corners of Turkey, millions and billions have prayed for us," Erdogan said, as he moved about the stage. "You saw the plot that was being carried out, the trap being set." He said his supporters represented the "silent masses."

"You are here, and you are spoiling the treacherous plot, the treacherous attack!" he said, insisting unspecified groups both inside and outside Turkey had conspired to mount the protests centered on Istanbul ? and that he had the documents to prove it.

The crowd chanted in response: "Stand straight, don't bow, the people are with you!"

In his speech, he focused on some protesters who have clashed with police ? at time by throwing stones and firebombs.

"There is no breaking and burning here, we are people of love," Erdogan said. "If people want to see the real Turkey, they should come here to Sincan,"

Erdogan already has offered to defer to a court ruling on the legality of the government's contested park redevelopment plan, and floated the possibility of a referendum on it. But concessions over the park seemed not to be enough.

Earlier this week, Erdogan ordered Taksim Square to be cleared of protesters. Police moved past improvised barricades on Tuesday, firing tear gas and rubber bullets and using water cannons to fend off small groups of demonstrators throwing stones, bottles and firebombs. Tear gas was also fired through the trees into the park, although the protesters were not removed.

Taksim Square itself returned to normal right after the end of the police operation early Wednesday. Traffic returned, the protest banners and flags were taken down, and cafes set up their chairs and tables outside again. At night, demonstrators still spill out from the park down the steps, while riot police kept watch from the edges.

Kahraman, the member of the Taksim Solidarity group who met with Erdogan in last-ditch talks that lasted until the pre-dawn hours Friday, said the protesters had agreed to continue their sit-in at Gezi Park after holding a series of discussions.

"We shall remain in the park until all of our democratic rights are recognized," he told The Associated Press earlier Saturday, insisting that four key demands laid out by protesters in the talks had not been met.

The group has demanded that the park be left intact, anyone responsible for excessive police force resign or be fired, all activists detained in the protests be released, and the police use of tear gas and other non-lethal weapons be banned.

According to the government's redevelopment plan for Taksim Square that caused the sit-in, the park would be replaced with a replica Ottoman-era barracks. Under initial plans, the construction would have housed a shopping mall, though that has since been amended to the possibility of an opera house, a theater and a museum with cafes.

Earlier Saturday, President Abdullah Gul wrote on Twitter that "everyone should now return home," insisting that "the channels for discussion and dialogue" have opened ? an apparent reference to the talks between Erdogan and a small group of delegates from the protest.

Key mechanism boosts the signaling function of neurons in brain

June 14, 2013 ? Locating a car that's blowing its horn in heavy traffic, channel-hopping between football and a thriller on TV without losing the plot, and not forgetting the start of a sentence by the time we have read to the end -- we consider all of these to be normal everyday functions. They enable us to react to fast-changing circumstances and to carry out even complex activities correctly. For this to work, the neuron circuits in our brain have to be very flexible. Scientists working under the leadership of neurobiologists Nils Brose and Erwin Neher at the Max Planck Institutes of Experimental Medicine and Biophysical Chemistry in G?ttingen have now discovered an important molecular mechanism that turns neurons into true masters of adaptation.

Neurons communicate with each other by means of specialised cell-to-cell contacts called synapses. First, an emitting neuron is excited and discharges chemical messengers known as neurotransmitters. These signal molecules then reach the receiving cell and influence its activation state. The transmitter discharge process is highly complex and strongly regulated. Its protagonists are synaptic vesicles, small blisters surrounded by a membrane, which are loaded with neurotransmitters and release them by fusing with the cell membrane. In order to be able to respond to stimulation at any time by releasing transmitters, a neuron must have a certain amount of vesicles ready to go at each of its synapses. Brose has been studying the molecular foundations of this stockpiling for years.

The problem is not merely academic. "The number of immediately releasable vesicles at a synapse determines its reliability," explains Brose. "If there are too few and they are replenished too slowly, the corresponding synapse becomes tired very quickly in conditions of repeated activation. The opposite applies when a synapse can quickly top up its immediately available vesicles under pressure. In fact, such a synapse may even improve with constant activation."

This synaptic adaptability can be observed in practically all neurons. It is known as short-term plasticity and is indispensable for a large number of extremely important brain processes. Without it, we would not be able to localise sounds, mental maths would be impossible, and the speed and flexibility with which we can alter our behaviour and turn our attention to new goals would be lost.

Some years ago, Brose and his team discovered a protein with the cryptic name of Munc13. Not only is this protein indispensable for the replenishment of vesicles for immediate release at synapses; neuron activity regulates it in such a way that the fresh supply of vesicles can be adjusted in line with demand. This regulation occurs by means of a complex consisting of the signal protein calmodulin and calcium ions that build up in the synapses during intense neuron activity.

"Our earlier work on individual neurons in culture dishes showed that the calcium-calmodulin complex activates Munc13 and consequently ensures that immediately releasable vesicles are replenished faster," says Noa Lipstein, an Israeli guest scientist in Brose's lab. "But many colleagues were not convinced that this process also played a role in neurons in the intact brain."

So Lipstein and her Japanese colleague Takeshi Sakaba created a mutant mouse with genetically altered Munc13 proteins that could not be activated by calcium-calmodulin complexes. The two neurophysiologists first studied the effects of this genetic manipulation on synapses involved in the localisation of sound, which are typically activated several hundred times every second. "Our study shows that the sustained efficiency of synapses in intact neuron networks is critically dependent on the activation of Munc13 by calcium-calmodulin complexes," explains Lipstein.

The G?ttingen-based scientists are convinced of the significance of their study. After all, leading neuroscientists of the past described the calcium sensor responsible for synaptic short-term plasticity and its target protein as the Holy Grail. "I am confident that we have discovered a key molecular mechanism of short-term plasticity that plays a role in all synapses in the brain, and not only in cultivated neurons, as many colleagues believed," affirms Lipstein. And if she is, in fact, proved right about the interpretation of her findings, Munc13 could even be an ideal pharmacological target for drugs that influence brain function.
