Jelly Bean's new notifications take center stage at Google I/O

Notifications

The above was pulled from the documentation for Android long past, but truer words were never spoken. Notifications can make or break a platform, and Google came up with a winning plan in their notification shade. After a few hours with Jelly Bean, I'm here to tell you things just got better. A lot better.

Notifications in Android 4.1 are now dynamic, feature more information displayed in a delightfully tactful way, are customizable for creative developers, and worth having a second look at. Phil and Alex will tell you, I've become enamored with the new notification system. The information I want need is there for me to see, and if I choose to interact I can take things a step further. To me, the new notifications are by far the best part of the update!

Miss a call? Google Voice can give you a notification to tell you who it was, and a quick way to get back in touch  -- either via the telephone or with a message. Want to see more than a sender's name for a Gmail notification? The two-finger magic will expand it and you can preview the message, without marking it as read. Developers also have plenty of options, a quick look through the gallery after the break shows you what companies like Spotify or Pulse can do in the notification bar now. This is progress. 

Of course, eventually a developer will abuse this and get creative with the spam in your notification bar. Google has you covered. Long press on any notification and you'll see exactly which app posted it, and a simple tap takes you the app management screen where you can uninstall the offender. 

We said that Jelly Bean would probably prove to add a bit of polish and character to ICS versus be a new UI overhaul, and things like the new notifications are a wonderful example of how a mature operating system can be fleshed out and improved. Desert Star's THE ADDAMS FAMILY HOME EVENING is a snapping ...

MURRAY? The Addams Family Home Evening is the first show I?ve ever attended at Desert Star, and I must say I was impressed. The ambiance of the building itself and the theater is full of old-West, saloon-inspired charm and definitely added to the overall effect of seeing a show here. Also delightful were the theater?s unique quirks, like the throwback pre-show of ragtime piano music (played masterfully by Jill Flanagan), and the fact that Flanagan plays all of the show?s music live. There was also audience involvement encouraged (my favorite was snapping my fingers to the end of the Addams Family jingle) and even an opportunity for some singing along in the pre-show and the post-show. Details like these made seeing a show here much more of an ?experience? rather than just a play to be viewed.

That being said, the meat of the play?the actual content in The Addams Family Home Evening?is not much of a stand-alone piece, but it?s not meant to be. The show itself is corny, with a predictable plot line. The setup involves a controlling father, Mr. Measley (Todd Thompson), ordering his wimpy son, Horace Measley (Corey Bandengurger) to infiltrate the ever-kooky Addams family, who are not giving in to the rich father?s demands to sell their property to him. Predictable opportunities for conflict and comedy arise as the two families clash and as love blossoms between Horace and the Addams? daughter, Dementia (Jackie Jensen).

The ?Family Home Evening? in the title refers to the weekly event held by Mormons.? No, the Addamses are not Mormon in this play. But they do find out through Dementia?s curiosity about the concept of family home evening. Of course, they decide to have their first family home evening right on the night when the Measley family visits the Addams family. In true Addams? style, the family home evening is a bizarre but entertaining affair, complete with a severed head hiding under a serving dish (Cousin Bob, played by Bryan Dayley) and a talking gorilla (who happens to at this point in the show have the brain of Uncle Cosmo, played by Jeff Jensen).

The elements (under Scott Holman?s direction) that carry this show off and make it enjoyable are not the plot or any deep life-changing message. Rather, the show shines for various other reasons. First, the show works because of the richness of the personality of the theater itself and the energy that comes from an extremely talented live pianist (Flanagan). Second, it entertains thanks to a cast who is not only hilarious, but can expertly dance and sing. Third, the play is enjoyable due to the comedy that is region-specific to Utah and in-tune with pop culture (with references to Mitt Romney, ?Seinfeld,? and The Little Mermaid, to name a few).

Lastly, it doesn?t hurt that the Addams family members are all excessively wacky with fun and lively makeup and costuming to match (props to Lynn Funk who did the costume design). Groucho Addams (Bryan M. Hague) is a Groucho Marx parody. The character even has thick eyebrows and mustache, bow tie, poofy hair, large cigar, and the iconic deadpan voice. The other Addams family members also have a lot of fun and diverse characterizations to work with. Each family member?s uniqueness is only enhanced by the costume and makeup design choices.

The first act seemed to move slowly at parts and didn?t entirely hold my attention. However, by the second act, I was laughing so hard I was snorting. The second act was far superior?the plot moved past all the back story and motivations, and the script (written by Ben E. Millet) became constant wit with more pop and Utah culture references. There was even a funny part where severed-head Bob (Dayley) sings various renditions of familiar LDS Primary songs, including ?Head, Head, Head, and Head? to the tune of ?Head, Shoulders, Knees, and Toes.?

By far the funniest comedic duo in the show were Groucho Addams (Hague) and Cousin Bob (Dayley)?the Bryans. Their jokes were pulled off expertly with perfect timing and style that reminded me a lot of what I?d imagine a vaudeville joke act to be like. They had a constant series of set-ups and punch-lines, often involving the running gag of the fact that Cousin Bob (Dayley) is merely a bodiless head. However, all the actors worked really well off of each other hilariously and each deserves applause.

When the show ended, to my surprise, there was another show, a musical revue of current hits. At first I wondered if I was at Lagoon?it was a little on the cheesy, over-the-top side. But as the revue kept going, it got better and better, with fun musical numbers and hilarious comedic bits. All of the men of the cast sang a medley of songs with the same four chords on the guitar. It was so amazingly hilarious, well-sung and was my favorite revue piece. Brandenburger, the ?wimpy son? Horace in the show, didn?t have much material to work-with in the main show (although he played the part given to him very well). But he particularly stood out in the musical revue with his comedy, as well as his musical and performing presence. It was fun to see him be able to really excel outside of the caricature of his Addams character.

I would go back and see this show again?even with the slower first act?just so I could laugh during Act 2 and have the overall experience once more. Desert Star is now on my radar, thankfully. I am excited to see what kind of good time they put on next.

How To Find The Right Donor-Advised Fund (And Why ...

Donor-advised funds have long been a popular vehicle for charitable giving, and many in the field expect the popularity of DAFs to continue to grow as the Baby Boom generation reaches retirement. ?But as the concept has grown in popularity, so have the number of options and providers. It is therefore important that both donors and their advisors understand the types of funds available and choose the ones that will best facilitate their wealth management and charitable goals. So how do you find the best donor-advised fund for your purpose and how do you find the right provider?

The first step is understanding your options. ?There are four major types of DAF providers, each of which is explored below.

The Donor-Advised Fund Marketplace?

1. ?National DAF Organizations -?Today there are approximately 30 national organizations that sponsor DAFs. Some are the charitable arm of for-profit financial services institutions such as the Fidelity Charitable Gift Fund, the Schwab Charitable, and the Vanguard Charitable Endowment Program. Others are independent sponsoring organizations (i.e., they are not affiliated with a particular financial institution or charity) such as the National Philanthropic Trust and the American Endowment Foundation. Unlike most DAF options, national organizations are issue and geography agnostic, which is fine if a donor is set on where his/her funds will go, but can be a huge deterrent to those donors who could benefit from targeted philanthropic advice.

National funds most often appeal to donors because of their technological capabilities. Their websites allow donors to simply login and access grant activities and other national databases with relevant information about prospective grantee organizations (i.e. Guidestar and Charity Navigator).

National funds also provide fee calculators on their websites so that donors know exactly how much services will cost. The relative low cost of national funds is another reason donors choose them. Because of their large capacities, national funds charge up to 40% less than other DAF options, according to Wright-Violich, representative of Schwab Charitable.

National funds are also attractive to donors because they have the expertise to deal with complex gifts and they have the most sophisticated investment options. Donors with large accounts ($10 million+) have access to alternative investments, allowing them to customize their investment choices so that their DAFs have similar investment flexibility to private foundations.

2. ?Community Foundations ? There are also more than 700 community foundations that sponsor donor-advised funds, as well as hundreds of faith-based institutions. In fact, it was such institutions that originally pioneered the DAF as an alternative to the relative inefficiency of checkbook giving or the more complicated process of establishing a private foundation. ?Over the years these organizations have become very technically savvy, with many offering similar online access and investment options as the national DAFs.

What really sets community foundations apart, however, is the local expertise and community commitment. ?These foundations become very involved in their local nonprofit sector, thereby giving their donors access to extremely beneficial information on how use their funds to make an impact in their local community. ?Many community foundations even have a grant process where local nonprofits can submit grant requests that are compliled into a ?catalogue? of opportunities for donors. ?For donors interested in impacting their local community, this is by far the best option, even if the cost is a bit higher than national DAFs. ?This does not, however, mean all donations must go to the local community. ?Donors still have the flexibility to donate anywhere in the world.

3. ?Public Foundations ? Public foundations typically give nationally and sometimes internationally, often focusing on a particular issue or geographic region. Their staff members usually have regional and/or issue specific expertise that they use to assist DAF holders in finding causes that interest them. For example, the Peace Development Fund houses DAFs for donors interested in creating systemic social change throughout the Americas.

4. ?Other Charities ? Other public charities, like hospitals and universities, set up donor-advised funds within their organizations to advance their own charitable missions.

Finding The Right Donor-Advised Fund Provider

When selecting a DAF provider, with a little due diligence donors can ensure that the organization they select is one that reflects their interests and values. After all, there are almost as many different types of DAFs as there are donors.

The main reason donor-advised funds were designed was to remove the barriers to giving, by outsourcing the administration, record keeping, and due diligence on the charities. ?If you know what parts of the charitable process you want to control, what parts you want to outsource, and what you want the outcome to be, you will have the information you need to make the right choice.

Maroon 5 'Born Again' With Pop-Heavy Overexposed

The first thing you'll probably notice about Maroon 5's Overexposed album is the lengthy list of collaborators attached to it: a Murderer's Row of pop hitmakers like Ryan Tedder, Shellback and Benny Blanco, with Max Martin helming it all as executive producer.

The second thing you'll probably notice is that it's called Overexposed. Because, reinvigorated by the worldwide success of their hit "Moves Like Jagger" — which marked the first time the band had written with outside sources (in this case Blanco and Shellback) — M5 make no bones about the fact that, this time out, they're aiming to become the most popular, inescapable and, yes, overexposed band on the planet.

"The title is kind of pre-emptively saying, 'Hey, we're overexposed. Deal with it,' " frontman Adam Levine told MTV News during the premiere of M5's new "One More Night" video. "Bands like to do this thing where they're like, 'Oh, man, we just didn't know. Oh my God, it's so crazy, we just wrote this song,' and that's true, but we like that. We want to have that experience, we want to have hits, we want to have songs that, internationally, people are going to know.

"It's exciting when you go to a country you've never been to, when you go to Jakarta, and they're singing the lyrics to 'Payphone,' it's so cool," he continued. "And that's something that we not only love, but we pursue, unabashedly. Our sense of purpose was very dialed in. ... We knew what we wanted, we knew in our minds how to achieve it on an album ... and I think we found it."

And, in a lot of ways, it's fitting that Overexposed (in stores now) comes exactly 10 years after the release of Maroon 5's debut disc, Songs About Jane. Because ever since that album, they've been hearing complaints from fans who want them to return to their roots. The difference now is that they no longer listen to those complaints. Backed by the biggest names in the pop business, Maroon 5 are going for greatness these days, and like it or not, they're not going to change course anytime soon.

"Songs About Jane was alienating a certain amount of our fanbase back then, and if we're not alienating a small percentage of our fanbase every time we make a record, we're doing something wrong," Levine said. "And usually, I find that people who complain about wanting that original sound would be the same people where, if you had a record that sounded like the first one, they would say, 'Why don't you guys branch out and change a little bit?' So it's sort of like, 'Screw you ... deal with it. Come with us on this journey or bye!'

"When you've been in a band for a decade, even longer, you start thinking, 'OK, well maybe now we should explore this or change things up,' because you don't want to have it sound formulaic or too much like what you've always done," he continued. "So we're totally cool with kind of being born again. ... At the heart of it, it still sounds like us, but we embrace this side of our band, and now that we've fully captured it on this record, we're going to see what happens, and I think it's going to be really positive."

Saudis to permit women to compete in Olympics

LONDON (AP) ? A month before the London Games, Saudi Arabia appears to be moving closer to sending female athletes to the Olympics for the first time amid mounting pressure on the ultraconservative Muslim kingdom to grant women more rights.

Deliberations by Saudi officials on sending women to the games have been wrapped in secrecy for fear of a backlash from the powerful religious establishment within a deeply traditional society, in which women are severely restricted in public life and are not even allowed to drive.

Saudi Arabia is one of three countries that have never included women in their Olympic teams, along with Qatar and Brunei. The International Olympic Committee said talks have been ongoing with Saudi Arabia to ensure participation and a statement by the country's embassy in London said female athletes, who qualify, could be allowed to participate.

"The Kingdom of Saudi Arabia is looking forward to its complete participation in the London 2012 Olympic Games through the Saudi Arabian Olympic Committee, which will oversee the participation of women athletes who can qualify for the games," the statement said.

Human Rights Watch said the announcement is "an important step forward," but the New York-based group cautioned that gender discrimination in the country remains "institutional and entrenched."

"It is only right that the Saudi government should play by the Olympic rules," Minky Worden, director of global initiatives at Human Rights Watch, said. "But an 11th-hour change of course to avoid a ban does not alter the dismal and unequal conditions for women and girls in Saudi Arabia."

There are no written laws that ban or restrict women from participating in sport in Saudi Arabia, home to Islam's holiest shrines. The stigma of female athletes is rooted in conservative traditions and religious views which hold that giving freedom of movement to women would make them vulnerable to sin.

Saudi officials have been sending mixed signals for months. While some said that they had been working on an arrangement with the IOC, top sports officials in the kingdom were adamant in publicly denying the possibility of female athletes competing at the Olympics.

Saudi Olympic Committee president Prince Nawaf said in April that female participation had not been approved by the country's leaders and that Saudi-based women traveling to London would be contrary to the country's traditions and norms.

Nawaf left open the possibility of Saudi women who are studying abroad being able to compete outside of the team as independent athletes. However, that option was quashed after pressure from human rights groups and the IOC.

On Monday, a Saudi official said an announcement by King Abdullah about Saudi women's participation in the Olympics was expected some days ago, but was postponed after the death of Crown Prince Nayef.

King Abdullah has taken modest steps to reform and modernize the oil-rich nation since he ascended the throne in 2005. He has faced staunch opposition from the hardline members of the royal family on each proposal he's made toward easing restrictions on women.

Saudi women bear the brunt of their nation's deeply conservative values. They are often the target of unwanted attention from the kingdom's religious police, who enforce a rigid interpretation of Islamic Shariah law on the streets and public places like shopping malls and university campuses.

Women do participate in sports in the kingdom, including clandestine soccer and basketball leagues. There are no national competitions, however, that would allow Saudi women to compete in order to qualify for international events.

If the Saudis do send women to the games, then female athletes in judo and in track and field are considered possibilities for the games, sports officials familiar with the negotiations told The Associated Press while speaking on condition of anonymity.

Because Saudi women may not meet the international qualifying standards, the IOC may grant them Olympic entry based on "special circumstances," an IOC official told the AP in March, adding that the IOC has insisted on more than one woman on the Saudi team, and hopes for at least two or three.

Saudi officials have repeatedly hinted they'd allow equestrian Dalma Rushdi Malhas, who won a bronze medal in showjumping at the 2010 Youth Olympics in Singapore, to compete at the London Games. But the International Equestrian Federation said Monday the 20-year-old athlete will not be competing at the Olympics because she has failed to achieve "the minimum eligibility standard required for the Olympic Games" by June 17.

Malhas' horse was sidelined by injury and missed a month's work during the qualifying period, the federation said in a statement.

IOC President Jacques Rogge has said he is "optimistic" that Saudi Arabia will send women athletes, but last month said any deal was far from complete. Describing talks with Saudi Arabia as "not an easy situation," Rogge said discussions were under way with Saudi Olympic authorities and with athletes themselves.

Qatar and Brunei are expected to include women, according to the IOC. If some arrangement can be made for the Saudis, all national Olympic committees in London would include women athletes for the first time in Olympic history.

About 10,500 athletes are expected to compete in London, representing more than 200 national Olympic committees.

Cory Booker Does it Again: N.J. Mayor Shows Up at Accident Scene

Mayor Cory Booker is at it again ? sort of.

Two months after he shot to national prominence for rescuing neighbors from a fire, the Newark, N.J. mayor showed up at the scene of a car accident where a pedestrian had just been hit ? but it was someone else who did most of the heroics.

?God bless my residents. Pulled up on pedestrian/vehicle accident. We got man stabilized & into ambulance. He?ll b OK. Thanx 2 all who helped,? Booker tweeted Friday afternoon.

Booker told WNBC-TV he helped get water and ice for the victim and comforted the man until an ambulance arrived.

He followed up with a second tweet: ?I appreciate the driver. Man ran into traffic. Driver did the right thing & stayed & helped me & others aid man until medical help arrived.?

According to the New Jersey Star-Ledger, law enforcement authorities said a county detective was actually the first on the scene and rendered most of the aid.

?The detective immediately called 911 and began to render assistance,? said Katherine Carter, a spokeswoman for the Essex County Prosecutor?s office. ?He saw the victim was face down on the ground. He was bleeding from his mouth and nose. Det. [Michael] Davidson got some tissues from his trunk and began to wipe away the blood.?

Carter said Booker showed up ?within minutes,? followed by an ambulance and Newark police.

The planer was attached to the stand, but I barely have enough room to pass gas, so it{the stand} will either be disassembled & stored or passed onto someone who can use it. He had no idea what the clamps were used for, but he picked up both the 32"36"? & the 50" for $5.00..after I explained the clamp uses we decided he should keep one for himself{besides, I told him that I knew where he lived if I needed the larger one }...He wouldn't say what he paid for the planer, he just smiled and said he was still "way ahead"...great to have good neighbors, or good to have great neighbors, either/or, I'm blessed to have quite a few on our little street!

I don't know much about this planer except it works fine, it seems. Though I will be making it a permanent home of some sort with in-feed & out-feed tables, currently set-up, it leaves about 2-3 inches of snipe, but hopefully some fine tuning and the possibility of some of you having a tip or two to share will square away most of the bugs I might encounter.

Anyways...sorry for rambling, I'm still giddy over this....hope you all have a great weekend, and be sure to at least wave hi to your neighbors...you just never know...

Yemen: Army takes new al-Qaida stronghold

(AP) ? Yemen's army recaptured a new al-Qaida stronghold in the south on Saturday, officials said, the latest success in a two-month government offensive aiming at uprooting the militant group from large swaths of lands captured during last year's political turmoil.

Three days of shelling of al-Qaida positions and warnings to local tribal leaders of further escalation drove the militants out of Azzan town, Ali al-Ahmadi, governor of the province of Shabwa said. He said the militants fled into the mountains and to camps in the deserts of two nearby provinces, taking captured armored vehicles with them. He had no word on casualties.

Azzan had been used by the militant group as a media headquarters, producing audiovisual material for distribution on militant websites.

The army's offensive against what is seen as the international network's most dangerous branch ? which is known as Al-Qaida in the Arabian Peninsula? has seen the recapture of several towns that the militants seized in the security vacuum that accompanied 2011's mass uprisings against longtime authoritarian leader Ali Abdullah Saleh.

The city of Zinjibar, the provincial capital of Abyan, and the town of Jaar were the first two strongholds that were recaptured by the military.

Al-Qaida has struck back using suicide bombers and assassinations of top military officials.

On June 18, a top army commander who was leading the fight in the south, Maj. Gen. Salem al-Quton, was assassinated while traveling in a three-car convoy in the city of Aden when a bomber threw himself on the general's pickup and detonated his explosives.

The United States is throwing its support behind the country's new president Abed Rabbo Mansour Hadi, who took power after Saleh stepped down in February.

Hadi has tried to restructure the military by purging it of Saleh loyalists, replacing and demoting commanders.

Meanwhile, residents of several cities in western Yemen say days of fuel and electricity shortages have sparked protests.

Sanaa, the capital, has been hit by black-outs for three days. Minister of Electricity Saleh Soubai told reporters that Saleh had hired men to sabotage electricity towers that feed the capital and large parts of the country with power. Yemen's government accuses Saleh of trying to sew instability to hinder the purge of his loyalists.

Bizarre alien planets get cozy with each other (+video)

It is science fiction made fact: Astronomers have discovered two alien planets around the same star whose orbits come so close together that each rises in the night sky of its sister world like an exotic full moon.

The newfound planets are 1,200 light-years from Earth and an unprecedented find, researchers said. They differ greatly in size and composition but come within just 1.2 million miles (1.9 million kilometers) of each other, closer than any other pair of planets known, according to a new study.

One of the newly discovered?alien planets, called Kepler-36b, appears to be a rocky "super-Earth" 4.5 times as massive as our planet. The other, Kepler-36c, is a gaseous, Neptune-size world about eight times as massive as Earth. The two planets meet up every 97 days in a conjunction that would make each dramatically visible in the other's sky.

?These two worlds are having close encounters,? said co-lead author Josh Carter, of the Harvard-Smithsonian Center for Astrophysics, in a statement.

At their closest approach, the two planets are separated by five times the distance between the Earth and the moon. How such different bodies ended up in such similar orbits may be tough for current theories of?planet formation?and migration to explain, researchers said.

"This is unprecedented," co-lead author Eric Agol, of the University of Washington, told SPACE.com via email. "They are as different in density as Earth and Saturn (the highest and lowest density planets in our solar system), yet they are 30 times closer than any pair of planets in our solar system." Strange neighbors

The two known planets in the Kepler-36 system ? which is located in the constellation Cygnus (The Swan) ? were detected by NASA's?Kepler Space Telescope.

Kepler is staring continuously at more than 150,000 stars, watching for telltale brightness dips caused when planets cross in front of the stars from the telescope's perspective. Since its March 2009 launch, Kepler has flagged more than 2,300 potential alien planets; while only a small fraction have been confirmed to date, mission scientists think more than 80 percent of them will end up being the real deal.

Kepler-36c, which is about 3.7 times wider than Earth, likely has a rocky core surrounded by a substantial atmosphere filled with lots of hydrogen and helium, researchers said.

Kepler-36b, on the other hand, is a?super-Earth?just 1.5 times wider than our planet. Iron likely constitutes about 30 percent of its mass, water around 15 percent and atmospheric hydrogen and helium less than 1 percent, researchers said.

Though they're very different in size and makeup, the two planets travel on surprisingly similar paths around their host star. Kepler-36c orbits once every 16 days, at an average distance of 12 million miles (19 million km). Kepler-36b orbits each 14 days and sits about 11 million miles (18 million km) from the star.

LUXEMBOURG/MADRID (Reuters) - Independent auditors said Spanish banks may need up to 62 billion euros in extra capital, to be filled mostly by a euro zone bailout, after Spain's medium-term borrowing costs spiraled to a euro-era record on Thursday.

Euro zone finance ministers met in Luxembourg to discuss how to channel up to 100 billion euros ($126 billion) in aid to Spanish lenders weighed down by bad debts from a burst property bubble. Madrid's economy minister said a formal request would be made in days for the bailout, which was agreed two weeks ago.

Many in the markets see the package as a mere prelude to a full program for the Spanish state, which Madrid vehemently denies it will need.

Spain's financial plight took centre stage a week before a European Union summit tackles long-term plans for closer fiscal and banking union in a bid to strengthen the euro's foundations, after bailouts for Greece, Ireland and Portugal failed to end a 2-1/2-year old debt crisis.

To pave the way, the leaders of Germany, Italy, France and Spain will meet in Rome on Friday.

"We are clearly seeing additional tension and acute stress applying to both banks and sovereigns in the euro area," International Monetary Fund chief Christine Lagarde, who attended the Luxembourg meeting, told reporters.

"With that in mind, the IMF believes that a determined and forceful move towards complete European monetary union should be reaffirmed."

Two independent audits by consultants Roland Berger and Oliver Wyman found that Spanish banks would need between 51 and 62 billion euros in extra capital to weather a serious downturn in the economy and new losses on their books.

The Bank of Spain said the 100 billion euros offered to Madrid two weeks ago would give a wide margin of error. Spain's three biggest banks would not need extra capital even in a stressed scenario, it said. The government said it did not expect to shut any banks and would restructure those in trouble.

In Luxembourg, the finance ministers decided Spain should initially apply to the euro zone's temporary rescue fund, the European Financial Stability Facility, with the loan taken over by the permanent bailout fund the European Stability Mechanism (ESM) once it is up and running after July 9.

"The financial assistance will be provided by the EFSF until the ESM becomes available, and then it will be transferred to the ESM," Jean-Claude Juncker, who chairs the Eurogroup of finance ministers, told a news conference.

"We would expect the Spanish authorities to put forward a formal request for financial assistance by next Monday," he said.

Such a solution should avert a problem which had scared investors: debt issued by the ESM must be paid back first in case of a Spanish default, relegating private creditors lower in the pecking order. Because the new bailout debt will originate from the EFSF it will be issued without that requirement.

THREATENING YIELDS

Earlier on Thursday, Madrid sold 2.2 billion euros in medium-term bonds, drawing strong demand almost entirely from domestic banks. Yields on 5-year paper rose to a 15-year high of 6.07 percent, a level regarded by analysts as unaffordable for any prolonged period.

"They raised 2.2 billion versus a 2 billion target, so they can raise the money," said Achilleas Georgolopoulos, a strategist at Lloyds in London.

"Then the (question is), are the yields threatening for the medium term? And yes, clearly they are much higher than the previous auction ... But still they can continue for a few months to fund at these levels."

The finance ministers also signaled there may be some leeway for Greece, following the formation of a coalition of mainstream parties committed to the country's 130 billion euro EU/IMF bailout but determined to renegotiate some of its terms.

Athens will ask lenders for two more years to hit fiscal targets and an extension to unemployment benefits as it seeks to soften the punishing terms of the bailout that saved the country from bankruptcy.

Greece's euro zone partners, in particular paymaster Germany, have offered modifications but no radical re-write of the conditions attached to the lifeline agreed in March.

Juncker said nothing would be decided until the troika of EU, IMF and European Central Bankers had returned to Athens for a look at the books, starting on Monday.

"We will have a look into the findings of the troika and then we will discuss in detail the different means and instruments which can be used," he said. "It doesn't make sense for the time being to give more precise indications on the content of the program."

RESCUE FUND TO THE RESCUE?

The German government and opposition reached a deal that will allow parliament to approve the ESM next week, but Germany's top court may delay the rescue fund's start date, saying it needed time to study the treaty.

The ESM cannot come into effect without approval by Europe's biggest economy. Ratification also requires the signature of the president and a nod from the constitutional court in Karlsruhe.

The parliamentary floor leader of Chancellor Angela Merkel's conservatives appeared to dash French and southern European hopes of nudging Berlin towards common euro area debt issuance, saying there would be no mutualisation of debt in Europe.

Italy disclosed that it was missing its target to lower the budget deficit to 1.7 percent of gross domestic product and will have to cut spending by a further four billion euros to meet the goal.

Italian Prime Minister Mario Monti suggested, on the sidelines of this week's G20 summit, using the euro zone's rescue funds to buy the bonds of Spain and Italy in the secondary market to bring down their borrowing costs.

Monti hosts Spanish premier Mariano Rajoy, Germany's Merkel and French President Francois Hollande in Rome on Friday and is also expected to raise the idea there. Merkel has played down the proposal, which investors said might be counter-productive unless the ECB stepped in decisively in support.

Any European bond-buying would come with strings attached, equivalent to the sort of bailout programs that Rome and Madrid are trying to avoid because of the stigma attached.

Given the limited capacity of the temporary EFSF and planned permanent ESM rescue funds, with at most 500 billion euros available, a senior EU source said such intervention would make sense only if the ESM had a banking license enabling it to borrow from the ECB. Germany has so far opposed that idea.

Reports: West may offer Syria's Assad immunity

The U.S. and U.K. are considering letting Syria?s President Bashar Assad have immunity from prosecution if he agrees to relinquish power, according to reports.

The Guardian newspaper reported that Secretary of State Hillary Clinton was aiming to convince former United Nations Secretary-General Kofi Annan to host a peace conference to discuss the idea further.


The paper said Yemen President Ali Saleh?s departure from power ? in which he was given immunity from prosecution despite the killing of civilians ? was seen as a potential model.

The Telegraph newspaper said Assad would be given safe passage to Switzerland to take part in the peace talks under the plan.

The paper said British officials believed it was ?worth having a go? with the idea, but added that a well-placed British government source admitted it was a ?very optimistic? scenario.

'Transitional process'
The plan was drawn up following bilateral talks between the U.S./U.K. and Russia at the G-20 meeting in Mexico, where the British source said?Russian president Vladimir Putin had ?indicated that they were not hooked on Assad staying in power indefinitely."

?Of course they go on to say that it?s not up to the international community to decide. The Telegraph said the official was asked if this might involve immunity for Assad. ??It is hard to see a negotiated solution in which one of the participants agrees voluntarily to go to the International Criminal Court,? the source replied.

The paper said Western officials hoped the peace talks in Switzerland would take place in ?the next few weeks.? The summit would be attended by Assad or other Syrian government officials, opposition figures, U.N. Security Council members, and other countries such as Turkey, Saudia Arabia and possibly Iran.

??The Russians argue that the Iranians should be invited,? the British source said, according to The Telegraph. ?As far as we are concerned, the answer is no. We have no illusions: it could capsize just on whether Iran is invited or not, but it is worth a try given the gravity of events.?

A U.K. Foreign Office said in an email sent to msnbc.com and other media that the British government was continuing ?to do everything we can to bring an end to the violence in Syria.?

?If Assad accepts a political transition then there is a range of options that could be considered, but there is no new offer, and the longer the killing goes on, the fewer options Assad will have,? the statement said.

?The details of any transition need to be agreed, including with the Syrian opposition, and we will continue to collect evidence so there can be no expectation on the part of those killing that they can avoid justice and accountability,? it added.

However, a Foreign Office spokesman told msnbc.com that the U.K. would not be able to intervene if Assad was given a safe haven by another country.

Oscar Fernandez-Taranco, the U.N. assistant secretary-general for political affairs, warned on Tuesday that time was running out for the current U.N.-backed peace process for Syria.

"The Secretary-General (Ban Ki-moon) remains gravely concerned about the intensification of violence and rising death toll, as well as continued human rights abuses and unmet humanitarian needs," Fernandez-Taranco said, according to Reuters.

UN suspends Syria monitoring due to rising violence

Ban said last month that at least 10,000 people have been killed in the Syria conflict, but U.N. diplomats say the actual number is likely much higher.?

"The situation in Homs is particularly alarming," Fernandez-Taranco told the 15-nation Security Council during a discussion on the Middle East, Reuters reported. "The tragic human suffering from the escalating conflict calls for urgent and concerted efforts to avoid a full-scale civil war."?
